The article 6.1 of the new edition of the Federal Law of Russia №244-FZ “On state regulation of the organization and conducting of gambling and on amendments to certain legislative acts of the Russian Federation” commits the bookmakers to inform the relevant bodies of executive authority on the bets on the official sport events ended up with the unpredictable results.
However the law does not regulate the fulfillment of this requirement.
On December 17, 2013 the Government of the Russian Federation adopted decree № 1174 clarifying the rules on providing information by the bookmakers on the presumably contractual matches.
According to the Decree the bookmakers are obliged to provide information on the bets on the official sports events ended up with the unpredictable results to the Federal Tax Service and All-Russian Sports Federation for the certain sport.
It is important to mention that the unpredictable results are still not clearly defined. The bookmakers expect the explanation of the Government soon. The information on the bets must be submitted within 30 days after the sport event. The bookmaker can provide information either in hard copy or electronic form using Internet.
The decree has approved a single application form:
The Decree will come into effect early in 2014 together with the federal Law “On Amendments to the Federal Law “On Physical Culture and Sport in the Russian Federation” and Certain Legislative Acts of the Russian Federation to prevent wrongful impact on the results of the official sport events”.
